The Botany of Mamallapuram

Mamallapuram is famous for its sculptures and monuments of the Pallava era, but its botany is quite interesting.
The native vegetation around Mamallapuram‬ (better known as Mahabalipuram, also called Mallai) is of a category called Tropical Dry Evergreen Forest (TDEF). This is a special kind of forest found along a narrow strip of the coast of Tamilnadu.
Most evergreens are temperate - this is one in the Tropics!
Most evergreens are in rainforests. This one is *dry*, it only rains a couple of months in these parts. The original vegetation had evolved to absorb moisture from the coastal air in the dry months. These trees never - or rarely - shed leaves. One leaf of a specific tree was marked with ink and it was still on the tree fifteen years later!
Prof Swaminathan remarked in 2010 that Mamallapuram has the only creeper (not tree) of the ficus family that he knows of. There are a few other TDEF along the coast of Tamilnadu.
Other vegetation has invaded these regions though.
Udaykumar, a professor of botany from Presidency college, Madras, explained these during the first THT Site Seminar. In this photo, behind him is a creeper called "yaanaikodi" wrapped around a neem tree. "Yaanaikodi" translates as "Elephant creeper" - it is the only vine strong enough to hold an elephant - usually that needs iron chains.

The dwarf palm in the centre of the picture below, called ciRReecal in Tamil, is about 150 years old estimates Udayakumar! You can see several of these in Mallai.

 The tree here is called "eerkolli" which can be translated as "LiceKiller" or "Dandruff killer". It's timber is wonderfully sculptuable, and used to be made into combs with very fine teeth, used to crush lice and eggs of lice in hair, before plastic combs and medical shampoos reduced its popularity.

Madras - India's first modern city

Mr S Muthiah, who has written a history of Madras, Madras Discovered, and is founder of Madras Musings and chief instigator of the Madras Day celebrations, gave the first Sir S Subramanya Aiyar lecture at the University of Madras. Title: "India's First Modern City." This began with a photo of the statue of S Subramanya Aiyar, whom I and the students at the lecture did not recognize or know. He had been the first Indian Vice-Chancellor of a university - Madras University. He persuasively argued that Madras should be the considered the first modern city of India (not Calcutta). 

He recently gave another version of this lecture at a TIE meeting during the Madras Day celebrations in August, 2014. Here is a brief summary.

Madras was "No man's sand"! Fort St George was founded on a strip of sand between the Portuguese settlement at San Thome and the Dutch settlement in Tiruvorriyur. The place was chosen as a good place to buy Indian made cotton textiles, for sale in England. Sir Francis Day was allowed to build the fort by the local chieftain, Darmala Venkatadri, Nayak of Poonamalee.

The English East India company had no interest in empire, they only wanted trade. Pondichery French Governor Dupleix's ambition stoked by his wife Jean Begum, really prompted the colonial ambitions of their rivals, the English. After a war, of which most Indians are ridiculously unaware, the French captured Madras but returned to English in exchange for Quebec, a province of Canada, as part of the Treaty of Aix-le-Chapelle.

(Mr Muthiah thinks the English got the better end of the deal. But I think the French needed Quebec for its forests, as they were running out of firewood. England had plenty of coal. And the cotton revolutions of John Kay's shuttle, Hargreave's spinning jenny etc had not yet happened, so England really needed Madras textiles.)

Major Stringer Lawrence started the Madras regiment, the basis of the Indian army. This was after the ridiculous ease with which the French won the Adayar war. 

Governor Charles Trevelyan started the Indian civil service before Britain got one.

St George's school and orphanage on Poonamallee high road based on their earlier versions in Fort St George, first model of European education in Asia and continues to be the model for school in India today.

Governor's bank - first operating in Fort St George - later became Bank of Madras, then merged with banks of Calcutta and Bombay to become Imperial bank which later became State Bank of India.

A hospital to help sick lads became General Hospital.

In 1688 first Municipal corporation outside England started.

The Oldest library belongs to the Madras Literary Society, which saw several firsts under FW Ellis.

Armenians, exiled form Persia, came as traders and traded from West Asia to Philippines. Armenian constitution was drafted in madras!

Coral merchant street was where Jews lived.

Chepauk palace built by Nawab Of Carnatic on money borrowed from EIC which debt was written off by transfer of nawab's lands from Ganjam to Kanyakumari: this was the true beginning of British empire.

College of Ft St George replaced by Haylebury college, for training civil servants.

College of Engineering (started as Survey college) Guindy. Presidency college in 1857.

Oldest school of Art and oldest veterinary college. Oldest postal system. St. Andrews Kirk built on traditional well foundation, traditional Indian design.

Parry's, the second oldest company in India, built by Dare.

Spencer's was the largest retail empire in Asia. They ran 450 railway restaurants and catered to all trains.

The call for satyagraha went from Madras when the Rowlatt act was passed.

மீனவர் செல்வம்


நில பிரபுக்களை பற்றி நம் யாவருக்கும் தெரியும். நீர் பிரபுக்கள்?

கார்ள் மார்க்ஸ் தொடங்கி பொது உடைமைவாதிகள் முன்வைக்கும் குற்றச்சாட்டு என்ன்? யாவருக்கும் சொந்தமான நிலத்தை, சிலர் ஆயுத பலத்தாலும் அதனால் வரும் பண பலத்தாலும் கைவசப்படுத்தி, தொழிலாளர்களை கூலிகளாகவும் வாடகைக்காரராகவும் அமைத்து, மேலோர் கீழோர் என் வகுப்பாய் பிரித்து வாழ்வது. ஆயிரமாயிரம் ஜாதியுள்ள பாரதத்தில் இருவகுப்பாய் பேசுவது அர்த்தமற்றது என்பதை இப்போது விட்டுவிடுவோம்.

வயலை பார்க்கும் தரிசனத்தில் கடலை பார்ப்போம். இங்கு வேலி போட்ட பிரிவுகளோ, எஜமான்-கூலி, சொந்தம்-வாடகை வேற்றுமைக்கோ வாய்ப்பில்லை. விவசாயத்தை போல் உழுதல், உரமிடல், விதைத்தல், நாத்து நடல், பாசனம், அருவடை, எதுவும் இல்லை. இயற்கையாய் வளரும் மீன்களை பிடித்து சந்தையில் விற்று தக்க பணம் சம்பாதிக்கலாம். ஏன் மீனவ கோடீஸ்வரர்கள் இல்லை? நீர் பிரபுக்கள் எங்கே?

பொது உடைமை மீனவம்

1954 இதை ஆய்ந்து கார்டன் ஸ்காட் என்ற கெனேடிய பொருளாதாரர் ஒரு ஆராய்ச்சி கட்டுரை எழுதினார். இதன் தலைப்பு “The Economic Theory of a Common Property Resource: The Fishery.” “ஒரு பொது உடைமை பண்டத்தின் (மீனவத்தின்) பொருளாதார விதிமுறை” என்று தமிழில் மொழிபெயர்க்கலாம்.

பொதுவான பொருள் (நிலமானால் புறம்போக்கு என்று சொல்வோம்) என்பதால் அதில் தனிலாபம் இல்லை என்பதே அதன் அடிப்படை கருத்து. எல்லைகள் இல்லாததால் மீனவருக்கு வரம்பு ஏதும் இல்லை. இவ்வளவே மீன்கள் பிடிக்கலாம் என்று சட்டம் போட்ட அரசும் இல்லை, போட்டால் அதை அமல் படுத்த எந்த அரசுக்கும் திறமையும் இல்லை. மீனவர் சமூகமே தன்னலம் கருதி கட்டுப்பாடாக இல்லையேல், அப்படிபட்ட சட்டத்தை மீறுவதும் எளிது. அஞ்சாநெஞ்சத்து மீனவர்கள் படகு கொள்ளும் அளவு மீன் பிடிக்க தயங்குவதில்லை. ஒவ்வொரு மீனவரும் மற்ற மீனவரோடு போட்டியிடுவதால், மீன்களின் விலை ஒரு அளவுக்கு மேல் ஏறாது. அவர்களுள் தனிப்பட்டு யாரும் பெரும் நீர்பிரபுவாக மாறமுடியாது.

2008ஆம் ஆண்டு – உலக பொருளாதார சீர்குலைவு

நிற்க. மீன்களை பற்றியோ மீனவரை பற்றியோ அதிகம் நினைத்து பார்க்காதவன் நான். மைக்கெல் லூயில் எழுதிய “பூமெராங்” (Boomerang) புத்தகத்தை, சென்ற ஜனவரி மாதம், சென்னை புத்தக விழாவில், கடைசி நாளில் கடைசி நேரத்தில், வாங்கினேன். 2008இல் அமெரிக்காவில் நிகழ்ந்த பெரும் பொருளாதார சீர்குலைப்பையும் சர்வதேச விளைவுகளையும் சொல்லும் நூல் அது. 2008இல் அமெரிக்க வங்கிகள், வீட்டு கடன்களை அளவுக்கு மீறி கொடுத்து, பெரும் நஷ்டத்தில் சிக்கி தள்ளாடின. உலகப்பொருளாதாரமே ஸ்தம்பித்தது. அயர்லேண்ட், கிரேக்கம், இத்தலி, ஸ்பெய்ன், போர்த்துகல் போன்ற நாட்டு பொருளாதாரங்கள் ஆடிப்போயின.

ஐஸ்லேண்ட் நாடும். ஐஸ்லேண்டா?!!?! இரண்டரை லட்சம் மக்களே உள்ள ஐஸ்லேண்டிற்கும் அமெரிக்க வங்கிகளுக்கும் என்ன சம்பந்தம்?! கிபி 1000 முதல் மீனவர்களை தவிர யாரும் வாழாத, வரலாற்றில் எந்த பெயரோ புகழோ பாதிப்போ இல்லாத ஐஸ்லேண்ட் இந்த கதையில் எங்கு வந்ததது?

ஐஸ்லேண்டில் 1970-களில் மீன் பஞ்சம் ஏற்பட்டது. அதாவது, தொடர்ந்து இரண்டு ஆண்டுகளாக கடலில் மீனவர்கள் பிடித்த மீன்களின் எண்ணிக்கை பெரிதும் சரிந்தது. வருமை நாட்டையே மிரட்டியது. அரசு மீன்பிடிப்பிற்கு புதியதோர் சட்டம் வகுத்தது.

ஒருவிதத்தில் மீன்களை பங்குசந்தை பொருளாக்கியது என்று சொல்லலாம். மற்றொருவிதத்தில் இட ஒதுக்கீடு செய்தது என்று சொல்லலாம். 

முந்தைய வருடங்களின் மீன்பிடிப்பை அடிப்படையாக கொண்டு, ஒவ்வொரு வருடமும் இந்த மீனவர் இத்தனை மீன்களை பிடிக்கலாம் என்று ஒரு உச்சவரம்பை அறிமுகம் செய்து, அதற்கு சான்றிதழ்கள் அளித்தது. இச்சான்றிதழ்களை சந்தை பொருளாக்கவும் சட்டம் வழிசெய்தது. கடல் ஆராய்ச்சி கழகம் (Marine Research Institute) என்ற நிறுவனத்தின் விஞ்ஞானிகள் வருடா வருடம், மீன் தொகைக்கு பெரும் நஷ்டமின்றி எத்தனை மீன்களை பிடிக்கலாம் என்று ஆராய்ந்து, அந்த வருடத்து மொத்த பிடிப்பளவை (நெல் கொள்முதல், கரும்பு கொள்முதல் போல்) வகையறுப்பார். அதன் விகிதமாக விதிக்கப்பட்ட பங்குவரை அவரவர் மீன் பிடிக்கலாம். 

கம்பெனியின் பங்குகளை பங்குசந்தையில் வணிகம் செய்வது போல், மீன்பிடிப்பு பங்கு உரிமையை சந்தையில் வாங்கி விற்கலாம். மீன்பிடிக்க விரும்பாதோர் தம் உரிமைகளை மற்றவருக்கு விற்கலாம். வங்கியில் நகைகளை அடகு வைத்து கடன் வாங்குவது போல், மீன்பிடிப்பு  உரிமையை அடகு வைத்து, கடன் வாங்கலாம்.

சட்டம் தந்த பெருஞ்செல்வம்

மைக்கேல் லூயில் இதை 1. தனியார்மயமாக்கல் (privatization) 2. நோட்டுமயமாக்கல் (securitization)என்று வர்ணிக்கிறார். ஐயோ எப்பேர்பட்ட அநியாயம் என்கிறார். எனக்கென்னவோ மிக சிறந்த சமூக நன்மை செய்த திட்டமாக தெரிகிறது. 1980களில் வங்கிகள் அரசுகளுக்கு தரும் கடன்களுக்கு, இவ்வகையான ஒரு திட்டத்தை அமெரிக்க நிதி அமைச்சர் ஜேம்ஸ் பிரேடி அறிமுகப்படுத்தினார். முட்டாள்தனமாக கட்டுப்பாடின்றி தேசிய கடன்வாங்கி காசைவீணடித்த சோஷியலிச அரசியல்வாதிகளின் பொருளாதார மூடநம்பிக்கைகளுக்கு, ஜேம்ஸ் பிரேடியின் திட்டம் மரணச் சங்காக அமைந்தது.

ஐஸ்லேண்ட் மக்கள் இதை ஏற்றுகொண்டது மட்டுமில்லாமல், செல்வச்சமூகமாக மாறியதும் இதனால் தான். ஐஸ்லேண்டில் மாபெரும் கோடீஸ்வரர்கள் உருவானார்கள். கம்புக்கூலி கேப்பைக்கூலி பொருளாக இருந்த மீன்கள், சீரான செல்வ பொருளாய் மாறின. மீன் பிடிக்கும் தொழிலிலிருந்த பல்லாயிரம் மக்கள் விடுதலை பெற்றனர். கல்வியும் செல்வமும் கலையும் அறிவியலும் தொழிலும் பெருகின. ஒரு சட்டத்தால், ஒரு பொருளாதார திட்டத்தால் ஆயிரம் ஆண்டுகள் மீனவர் குடியாக வாழ்ந்த சமூகம், முப்பதாண்டில் பல்லாயிர பட்டதாரிகளையும் கலைஞர்களையும் உண்டாக்கியது.

எந்த பாட புத்தகத்திலும் எந்த செய்தித்தாளிலும் எந்த புத்தகத்திலும் சொல்லாத மாபெரும்  சாதனை அல்லவா இது? கிழக்கிந்திய கம்பெனியின் வளர்ச்சியை விட, ஃப்ரெஞ்சு ருஷிய புரட்சியைவிட, சீனாவின் சமீப பொருள் வளர்ச்சிக்கும் பெருஞ்செல்வத்திற்கும் நிகரான விந்தை அல்லவா ஐஸ்லேண்டின் கதை? இந்நூல் எழுதுமுன் மைக்கேல் லூயிஸுக்கும் உலகின் பெருவாரியான பொருளாதார நிபுணர்களுக்கும் ஐஸ்லேண்டின் வரலாறோ அதன் திடீர் பெரும் வளர்ச்சியோ தெரியாது, என்பது குறிப்பிடதக்கது.

முப்பதாண்டில் ஐஸ்லேண்டின் வளர்ச்சி அங்கே வங்கித்துறை நிபுணர்களை உண்டாக்கி, அவர்கள் பன்னாட்டு வங்கிகளில் பெரும்பங்கை வாங்கி, சில முட்டாள்தனமான திட்டங்களால் உலகின் பொருளாதார நிலையையே ஆட்டும் சக்தியாக மாற்றியது. அந்த முட்டாள்தனத்தையும் பேராசையையும் பெருங்குற்றத்தையும் சொல்வது தான் மைக்கேல் லூயிஸின் நூல் செய்யும் சேவையும் நோக்கமும். அது ஒரு புறம் இருக்கட்டும். அதன் பின்னணியை சொல்வதே இந்த கட்டுரையின் நோக்கம்.
