தென் அமெரிக்க பேருந்து புரட்சி

தென் அமெரிக்க அரசியல் புரட்சிகளால் மட்டுமே புகழ் பெற்றது. ஆனால் கத்தியின்றி ரத்மின்றி சத்தமின்றி கவனமின்றி, பல நகர மேயர்கள், அங்கொரு பேருந்து புரட்சி நடத்தியுள்ளனர். நாளிதழ்களும் தொலைக்காட்சிகளும் தொழிலதிபர்களும் சமூகத்தொண்டு வியாபாரிகளும் சிந்தனையாளர்களும் கண்டுகொள்ளாவிட்டாலும், மற்ற நாட்டு மேயர்களும் முதலமைச்சர்களும் மாநில ஆளுநர்களும் பார்த்து ஆய்ந்து தழுவியுள்ளனர். இது ஒரு விஞ்ஞான புரட்சியோ தொழில்நுட்ப புரட்சியோ அல்ல, நிர்வாக புரட்சி; அரசியல்வாதிகள் சிந்தித்து சோதித்து நன்கு செய்தது; போக்குவரத்தில் பொதுமக்களுக்கு மாபெரும் முன்னேற்றம் தருகிறது, தந்து வருகிறது; மக்கள் பணத்தை சிக்கனமாகவும் அறிவுடனும் ஆற்றலுடனும் கையாண்டு வருகிறது.

பேருந்துகளே [பஸ்கள்] சிக்கனமான, சிறப்பான, ஜனநாயகமான வண்டிகள் என்பதே அடிப்படை தத்துவம். கார்களும் ரயில்களும், மெட்ரோவானாலும், மோனோரயிலானாலும், நிலத்திலோ, சுரங்கம் செய்தோ, தரைதளத்திலோ பேருந்துகளுக்கு இணையாகா. பிரேசில் நாட்டில் குரிடிபா நகரில் தொடங்கி, பல தென் அமெரிக்க ஊர்களில் Bus Rapid Transit (BRT) - வேகப் பேருந்து முறை (வேபேமு?) பரவியுள்ளது. கொலம்பியா நாட்டு பொகோட்டா நகர மேயர் என்ரிக்கே பெனலோசா இத்திட்டத்தை உலகெங்கும் சிறப்பாக பறையடிக்கும் வியாசர். கோக்கேன், ஹெராயின் வகை போதை பொருட்களின் மூலமாக பத்திருபது ஆண்டுக்கும் முன் கொலம்பியா இகழப்பட்டது. ஓரிரு ஆண்டுமுன் பெனலோசா சென்னையில் கிண்டி பொறியியல் கல்லூரியில் உரையாற்றி நான் கேட்டேன். இதோ அவரது டெட் உரை.

சென்னை மக்களிடம் அவ்வுரை இயங்களை மட்டுமே எழுப்பியது. அரசு கல்வி பத்திரிகை துறையினர், இது பாரத நாட்டில், குறிப்பாக தமிழ் நாட்டில் சாத்தியமில்லை என்றனர். பாதுகாப்பின் சாக்கில் பிரதமர் முதலமைச்சர்கள், பின் அவசர சாக்கில் தீயணைப்பு ஆம்புலன்ஸ் வண்டிகள், பின் நீதியரசர், எம்பி, சட்டசபையினர், மற்ற அதிகாரிகள் என எல்லோரும் தனிப்பாதையில் செல்ல விரும்புவர். தனிப்பாதை மீண்டும் நெருக்கமாகும் – இது சமூக அரசியல் ரீதியான எதிர்ப்பு. இந்திய சாலைகள் அகலமில்லை, மக்கட்தொகை அதிகம், பஸ் ரிப்பேர் ஆனால் என்னாகும், டிக்கெட் விலை உயர்த்த வேண்டும், காண்டிராக்டர்கள் சாலைகளை தோண்டிவிடுவார்கள், பதனிட மாட்டார்கள் என்ற நிர்வாக ரீதியாக எதிர்ப்புகளும் பேசப் பட்டன.

பெனலோசாவின் சிந்தனையோடம்:

சாலைகளை ஜனநாயகமாக பங்கிட வேண்டும் – 80 நபர் செல்லும் பஸ்ஸுக்கு 1 நபர் செல்லும் காரை விட 80 மடங்கு அதிக இடம் சாலையில் தரவேண்டும். சுருக்கமாக: “ஒரு சிறந்த நகரின் அறிகுறி, ஏழைகளும் காரில் செல்வது அல்ல; பணக்கரார்களும் பஸ்ஸில் செல்வதே!”

வேகமாக பேருந்துகள் செல்ல அவற்றுக்கு தனி பாதை அமைத்து (சாலையில் 24 மணி நேர இட ஒதுக்கீடு செய்து) இதை சாதிக்கலாம். ரயில் போல நிருத்ததிலேயெ பயணசீட்டு தருதல், படிகளில்லா பேருந்துகள், உயர் தளத்தில் பேருந்து ஏற மேடைகள் –பிளாட்ஃபார்ம்; அகல கதவுகள், வே.பே.மு-வின்மற்ற அம்சங்கள். இவை முக்கியமானவை  - நுழையும் வெளிவரும் சீட்டுதரும் நேரங்கள் குறைக்காவிடின் தாமதமாகி திட்டத்தை குலைத்துவிடும். இவையாவும் நிர்வாக மாற்றங்களே : புது தொழில்நுட்பம் ஏதும் தேவையில்லை. என் கண்ணுக்கு இதுவே 
இத்திட்டதின் அற்புதம், வியக்க வைக்கும் புதுமை.

மெட்ரோ ரயில், சுரங்கர ரயில் அமைக்க வேபேமு-வை விட நூறு மடங்கு அதிக பணம் செலவாகும்; அவற்றை கட்ட அதிக நேரமும் பொருட்களும் வேண்டும். சீன தலைநகர் பெய்ஜிங்கில் ஒரு பாதையை தவிற, ரயில்களை விட பேருந்துகளே அதிகமான பயணிகளையும் வழிசெலுத்துவதாக பெனலோசா கூறுகிறார்.

ரயிலை வியப்பாய் நோக்குபவர் பேருந்தை சாதாரணமாய் நோக்குவதால், சில மனோதத்துவ லீலைகளையும் முன்மொழிகிறார். பேருந்து ஓட்டுனரக்கு விமான ஓட்டுனரைப் போல் பைலட் என்று பட்டம் தருதல், நிருத்தங்களுக்கு அழகு சேர்த்தல், வசதி செய்தல், ஏசி (குளிர்சாதன) வண்டி, இதில் சில யுக்திகளாம்.

பல நாடுகளின் பல ஊர்களில் BRT என்னும் வேபேமு அமலாகிவிட்டாலும் இது பல மக்களும் அறியாத ரகசியமாகவே இருக்கிறது. என்ன பஸ் தானே என்ற அலட்சியமோ? மெட்ரோ ரயில்களின் அந்தஸ்த்து அதிகமோ? மக்களுக்கு இவ்வளவு ஜனநாயகம் வேண்டாமோ? பாரதத்தில் அகமதாபாதில் நன்றாகவும், டெல்லி, புனேவில் சுமாராகவும் ஓடுவதாக கேள்வி. டெல்லியில் படியுள்ள பேருந்து, குறுகிய கதவுகள், பேருந்தில் டிக்கட் விற்பனை போன்ற பழைய திட்டங்கள் இருப்பதால் வேக பேருந்து முறையாயன்றி தாமத பேருந்தாய் மட்டுமே நிலைக்கிறது. ஆரம்ப காலத்தில் டெல்லி உயர் நீதி மன்றம் கார்களும் வேகபேருந்தின் தனிப்பாதையில் செல்லலாம் என்று ஒரு வழக்கில் தீர்ப்பளித்தது. பின்னர் வேறு ஒரு தீர்ப்பில், “பணக்காரரும் பேருந்தில்போவதே வளர்ந்த நாடு” என்ற தத்துவத்தை ஏற்று, வேகப்பேருந்துகளுக்கும் மட்டும் தனிப்பாதையை மீண்டும் வழங்கியது.

South American transport revolution - BRTS

South America used to be famous – or notorious – only for political revolutions. But there has been a bus revolution there, orchestrated mainly by politically active mayors, which has been ignored by news media, industrialists, NGOs and intellectuals in general but taken note of by other Mayors, Chief Ministers and heads of regional governments. This has been a logistical Great Leap, not technological; it has come from politicians; it has resulted in dramatic improvements in public transport, at very low cost – phenomenal savings on public money.

The basic idea, is that buses are the cheapest, most efficient, most democratic form of public transport in cities: not cars, not local trains –either on land, elevated or in underground subways. The idea started in the Brazilian town of Curitiba, and has spread to several towns in South America. Its most vocal and powerful exponent has been Enrique Penalosa, Mayor of Bogota, Colombia, which used to feature in TV or newspapers only when drug cartels or left wing terrorists were newsworthy. Penalosa gave a long lecture in Madras a few years back, but here is an excellent brief TED talk by him.

At that time it was received skeptically by the Madras audience, especially government servants, media, and academics, who argued that in India, such a scheme was not possible, because first VVIPs : PM & CMs, then Emergency services like Fire and Ambulance, then Judges, then every MP and MLA, then every government servant and Vice-Chancellor and so on would ask for special exemption to use the bus lane, and it would be as crowded as the regular lanes. These objections were social and political. The logistical objections were that there not enough broad roads, crowds in India are too big, what happens when buses breakdown, this will require high bus ticket prices, our contractors will dig up the roads etc. 


Penalosa’s arguments are:

Road space should be used democratically – a bus carrying 80 people should have 80 times the road space as a car carrying one person. His grand insight : “An advanced city is not one where even the poor use cars, but where even the rich use buses.”

The best way to do this is to have separate bus lanes, high speed buses, tickets issued at bus stops on the platforms, large doors, no stairs on the buses and platforms the same level as bus floors. The first two may be obvious, but the other points are vital – without them, entering exiting and ticketing times will severely slow down buses. All these are logistical ideas, no new technology is needed. To me, this is the great marvel of this system and so remarkable in its innovation.

Trains are a bad idea, because they cost a HUNDRED times more, require lots of planning and construction; take a long time to build. BRT transports as many people in the same time for lower cost than all metro trains, except one route in Beijing.



Since buses are not sexy, they must be promoted with suitable social incentives: calling bus drivers “pilots”, air-conditioning buses, making bus stops attractive and convenient.

This revolution has since spread, to several towns across the world, with different levels of quality and effect. The best version in India, is in Ahmedabad in Gujarat. In Delhi, this caused chaos when Sheila Dixit implemented it, because the Delhi BRT buses had stairs, no ticket counters on platforms, narrow doors : simply regular buses with separate lanes. Imitation, without thought. Early on, a case was filed and the High Court allowed private cars on the bus lane, but a later judgment accepted the contention, that “a developed country is one where the rich use buses.”

Plant Evolution and Diversity

This chart or graph of Plant diversity, I just stumbled upon on a talk about Amborella and the Origin of Flowers, is worth viewing patiently. For the not too scientifically inclined, it can be a delight to just look at the relationship and proximities of different species and how different they are from our daily experience and interactions with them. For example, notice that Tea is closely related to Blueberries; Beets to Cacti; and Coffee, Olives and Tomatoes are on the same branch, while Pineapple preceded Grasses, which include most cereals like Rice and Wheat! 

How, but scientifically would we link Mustard and Papayas, and note that they are more closely related to Grapes than to other spices or Fruits, like Gingers and their cousins, Bananas. 

I wonder how much symbiogenesis plays a role in this branching.

Arthur C Clarke's Magic Postulate

Arthur C Clarke is known to science fiction fans as one of the most original writers of science fiction. His book, Rendezvous with Rama, about humans encountering a mysterious extra-terrestrial spacecraft, name after Rama after the hero of the Ramayana, is perhaps his best novel – it is perhaps my favorite science fiction book, above even those of Jules Verne. Film buffs may know him for 2001, A Space Odyssey, of which I have a low opinion.

He wrote realistic science fiction: not the Star Wars – Superman like mythical sagas, with weapons and tools and locations that sound scientific, but are really just about heroes and bravery and character and evil. Clarke uses science and scientific ideas as themes in his stories. The heroes or characters do not merely exhibit courage, humour, defiance, love, etc. but also use their scientific knowledge to solve their problems, which are often posed by Nature, not an archetypical human adversary. One of my favorite Clarke short stories is “Summertimeon Icarus”, another is “Hide and Seek”. You have to read them to enjoy them. A brilliant example of using scientic understanding is Isaac Asimov’s short story, “The Martian Way.”

Besides being a brilliant science fiction writer, Clarke had a major scientific contribution – the Clarke belt, or the geo-stationary orbit. He deduced that, if any body revolved around the earth at an orbit of 36000km, its orbital period would be 24 hours, i.e. it would revolve around the earth at the same speed as the earth rotates on its own axis. From any point on earth below it, it would appear to hover directly overhead – viz. it would seem geo-stationary. Thus was born the principle of the Communications Satellite, and rockets that launched satellites into the geo-stationary orbits. For contrast, most satellites, US space shuttles like Challenger and Discovery, and Russia space stations like Mir, orbit the earth at approximately 600km – they complete one orbit every 90 minutes or so.

The January 5, 2013 launch of GSLV from Sriharikota, where the G stands for GeoStationary, put such a satellite in orbit. In practice, the satellite doesn’t orbit Earth in perfect gravitational discipline, but is kept in place by occasional corrective maneuvers.

But the point of this essay is Clarke’s famous postulate on human understanding.

Clarke’s Postulate: Any sufficiently advance technology is indistinguishable from magic.

My corollary: Any sufficiently complex science is indistinguishable from bullshit.

String theory and quantum physics fall into this category, in my opinion. Not that my opinion matters a whit J  But I am deeply skeptical of expensive, non duplicable, highly theoretical science. And I just needed to get this off my brain and dump it in my blog.

It is a pity though, that people don’t understand or appreciate what miracles most technologies and technical products are. We marvel at the unique and the rare and quickly  get used to wonders, and only notice them when they fail. Plastic, paper, pills, cars, bicycles, lenses, clothes… so many things fit into the miracle category. And with all these, we manage to feel poor or insufficiently wealthy!

மென்பொருள் முகவர் முனைவகம்

சென்னையில் சில ஆண்டுகளுக்கு முன் எம்மொழியில் இருப்பினும் கடைகளின் பெயர் பலகைகள் தமிழிலும் இருக்கவேண்டும் என்று ஒரு சட்டம் வந்தது. ஆங்கில பெயர்களை விரும்பும் சில கடைகளும், தமிழ் கலைச்சொற்கள் வசதியாகவோ இனிமையாகவோ இல்லாததால், சில பலகைலகளில் ஆங்கில சொல் தமிழ் எழுத்தில் மொழிப்பெயர்க்காமலும், வேறு சில பலகைலகளில் விசித்திரமாய் விநோதமாய் தமிழில் மொழிபெயர்த்தும் உள்ளன. அருகருகே இருக்கும் போது, இவை சிரிப்பை கிளப்பும்.



Fresh Juice என்பதை பழச்சாறு என்றே விட்டிருக்கலாம். அது என்ன பூங்கா? கனிவனம்? 
திருக்குறள் மேலே எழுதி கடைக்கு ஆங்கில பெயர் வைப்பது ஒரு வகை – மரிடோ. கார்ப்பரேஷன் என்பதையாவது நிறுவனம் என்று வரையறுக்கப்பட வேண்டாமா! ஏஜன்ஸீஸ் முகவர்கள் ஆனால்  “மேஜர் ஜெனரல் ஸ்டோர்” பூப்பெய்த தளபதி கடை அல்லவா?



எண்டர்பிரைசஸ் அப்படியே இருக்கலாம். முனைவகம் ஆகலாம்.  வணிக நடுவமும் ஆகலாம். சர்க்கஸ் துப்பாக்கி பின்னாடியும் சுடும்; முன்னாடியும் சுடும். 

துருவேறா எஃகிரும்பு? இந்த தமிழ் பட்டமின்றி இரும்பு மனிதர் வல்லபாய் படேல் தப்பித்தார். ஸ்டாலின்?! 


Software மென்பொருள், சரி. Solutions தீர்வுகளா? ஐக்கிய வங்கி? ஆஃப் இந்தியா? 

பக்கத்து பக்கத்து கடைக்கு தான் பெயர் விதவிதமாக் இருக்க வேண்டுமா என்ன? தட்டச்சு தமிழாச்சு பார். 

தகரம் தொங்கும் வெள்ளி சொர்கத்தில் எஃகிரும்பும் கிடைக்குமாம்!

Software மென்பொருள் ஆனால் Hardware வன்பொருள் ஆகாதோ? ஆனால் இங்கு பார்க் பக்கம் பசுமை இருப்பினும் பூங்காவாய் மாறவில்லை.

An End to Chinese Cruelty

A great cruelty was recently reversed! Or ended partially. China ended its One Child totalitarianism two days back. A tremendous leap forward in human rights. Whole generations have grown up with no aunts or uncles or brothers or sisters. Now that is set to change. 

I wonder why it has been met with no celebration at all. Why this deafening silence? I think the fear of Malthusian "overpopulation" has not abated. As Matt Ridley observes, the human race is the only one that gets more prosperous as we get more populous. Our population is our strength, he avers. As the economist Julian Simon has observed, most things become cheaper as technology, markets and human progress make their impact felt.

I think the cacophony of newspapers, artists, politicians, religious organizations, aid activists and philanthropists - both super rich and otherwise, who have  a strong vested interest in perennially complaining that the world is poor, are primarily to blame. The strong myth that the "Rich are getting richer, and the poor are getting poorer" in spite of all the evidence to the contrary, is primarily driving it. 


The phrase "demographic dividend" has worked wonders, as has the clear realization that in 20 years, several billion have dramatically improved their prosperity, education, health, and happiness.

2014 has had a wonderful begining. Let us hope it continues.
